It is a mess as there will be no uniform answer.
1. It depends on the property. For California, it is usually free. But if you get some decent property, then it will cost you. But compare to Hong Kong, the rate is still acceptable.
Most of the Las Vegas' parking is free.
Note - Special service (like valet) are extra.
2. Parking on the street does not mean it is free (which may cause you a ticket). Also you may increase your chance that your rental car get scratched. Make sure you read the signs before you park.
3. Each place is different. But in most of the case, you will not experience a metered parking.
4. Make sure you know how to drive (which I am serious). A lot of people think as soon as you have a license, you can do road trip.
No - the reason is there are a lot of variations for road trip, such as weather (like wind) can seriously affect your safety. Unseasoned drivers in this case may create danger to his own, passengers and other road users.
